Amnesty for Paolo Guerrero

In May 2018, William R. Lizárraga led the #AmnistiaGuerrero campaign in support of Peruvian footballer Paolo Guerrero, who had been suspended and was at risk of missing the 2018 FIFA World Cup in Russia.

He collected thousands of signatures from Peruvian fans and, on May 19, 2018, sent an amnesty petition to FIFA President Gianni Infantino. He then traveled to Switzerland to present the request in person at FIFA headquarters, where he met with the President’s aides.

When the suspension against Paolo Guerrero was lifted, FIFA did not appeal the decision, and Guerrero was able to play in the World Cup. Peru’s Embassy in Switzerland, on behalf of Ambassador Luis Enrique Chávez Basagoitia, thanked him for his support of the player.

Diario El Pueblo (Arequipa) — May 25, 2018“Abogado arequipeño busca salvar a Paolo Guerrero”The Arequipa newspaper reported that on May 19, 2018, William R. Lizárraga Ugarte filed a petition before the Swiss Federal Tribunal requesting amnesty for Paolo Guerrero so that he could play in the 2018 World Cup in Russia, with copies to FIFA and to the Court of Arbitration for Sport (TAS). The article also highlighted his social media campaign #AmnistiaGuerrero, which drew national and international attention, and his request to be heard by the Swiss tribunal to argue that the TAS decision violated due process.The newspaper added that William R. Lizárraga Ugarte had lived in the United States for more than a decade and is an active member of the New York bar. It noted his two master’s degrees, both earned with Latin American scholarships: in Tax Law from the University of Florida (2005) and in International and Comparative Law from the University of Iowa (2004).The report also recalled that he graduated with honors from the Universidad Nacional de San Agustín (2000), has been a member of the Peruvian bar since 2000, works as a notary public and licensed real estate broker, and had published four legal books at the time.Read the article →
